Summary: The complainant requested information relating to the names and addresses of people who had had enforcement notices, known as section 352 notices, issued on their properties under the public authority-™s policy in compliance with section 352 of the Housing Act 1985. The public authority provided some information, but withheld the names of the property-holders on the grounds that this was the personal data of third parties and therefore exempt from disclosure under section 40(2) of the Act. The Commissioner-™s decision is that the public authority correctly withheld the information.
