Summary: The complainant requested a copy of the first Serious Case Review (-SCR-) dated October 2008 into the death of Peter Connelly (formerly known as -Baby P-). The London Borough of Haringey (-the Council-) applied the exemptions under section 36(2)(b)(ii) and 36(2)(c) of the Freedom of Information Act 2000 (-the FOIA-) and it concluded that the public interest in maintaining both the exemptions outweighed the public interest in disclosing the information. The Commissioner investigated and decided that the exemption under section 36(2)(b)(ii) was engaged and that the public interest in maintaining the exemption outweighed the public interest in disclosing the information in all the circumstances of the case. The Commissioner found breaches of section 17(1), 17(1)(b), 17(1)(c), 17(7)(b). He does not require any steps to be taken.
