Summary: The complainant requested the email address of an individual who had contributed to a public consultation about Building Britain-™s Future. The public authority responded that this information was that individual-™s personal data, that the disclosure of it would be unfair to that individual and that it can appropriately rely on section 40(2) in this case. It reaffirmed its decision in its internal review. The Commissioner has considered this case and finds that the information has been withheld appropriately by virtue of section 40(2). He therefore dismisses the complaint. He has however found procedural breaches of sections 10(1) and 17(1). He requires no remedial steps to be taken.
