Summary: The complainant requested information from the Foreign and Commonwealth Office (FCO) about meetings between UK Ministers and officials, or representatives of, the Libyan government for the period August 2008 to August 2009. The FCO provided the complainant with the dates, venues and attendees of relevant meetings but withheld the minutes of each meeting on the basis of sections 27(1)(a) and 27(2). The Commissioner has concluded that section 27(1)(a) is engaged and in all the circumstances of the case the public interest in maintaining the exemption outweighs the public interest in disclosure of the meeting minutes.
