Summary: The complainant submitted a request for information asking for the invoices that resulted in five pieces of expenditure. Natural England responded and cited regulation 12(4)(b) -“ manifestly unreasonable. The Commissioner has carefully considered this case and has been satisfied that Natural England has applied regulation 12(4)(b) correctly and that in this case the public interest in maintaining the exception outweighs the public interest in disclosing the information. He therefore finds in favour of Natural England.
