Summary: The complainant requested information that the public authority had considered or generated in respect of a particular land development in Liverpool. The public authority asserted that it had disclosed all the requested information it held but this was disputed by the complainant. Following investigation the Commissioner concluded that, on the balance of probabilities, the public authority had ultimately disclosed all the requested information it held save for certain emails contained on back up tapes which it may hold.
