Summary: Between 4 November and 2 December 2009 the complainant submitted 13 requests for information to the University of Salford. The requests were initially refused under section 12 of the Act, on the basis that the costs of complying with the request would exceed the appropriate limit. At internal review, the reason for refusal of the requests was changed to apply section 14 of the Act, refusing the requests as vexatious in common with a number of other requests submitted by various parties at around the same time. The Commissioner finds that the public authority correctly refused the requests under section 14(1) of the Act and requires no action to be taken.
