Summary: The complainant requested information about Torbay NHS Care Trust (the Trust) panel meetings. The Trust disclosed part of the information and relied on section 14 and section 38(1)(a) to withhold the remainder of the information. The Commissioner finds that the Trust was correct to rely on section 14 and has therefore not gone on to consider the application of section 38. The Commissioner does not require the Trust to take any further steps.
