Summary: The complainant asked West Berkshire District Council (-the Council-) to disclose the precise salary of a member of its staff. The Council refused to provide the information citing the exemption under section 40 of the Freedom of Information Act 2000 (-the FOIA-). It also referred to the exclusion for vexatious and repeated requests under section 14. The Commissioner decided that the information was exempt under section 40(2) and he therefore does not require any steps to be taken.
