Summary: The complainant submitted a series of requests to Eltisley Parish Council (the -˜Council-™) for information about the Council-™s finances, assets and agreed contracts. These are classes of information listed as being available under the Council-™s publication scheme. The Council refused to comply with the requests on the grounds they were vexatious and applied section 14(1) of the Freedom of Information Act 2000 (the -˜Act-™). Having considered the arguments provided by the Council, the Commissioner does not consider that the Council has demonstrated that section 14(1) applies in this case.
