Summary: The complainant requested information relating to the Inquiries Bill, which became the Inquiries Act 2005. The public authority refused to disclose this information and cited the exemption provided by section 35(1)(a) (formulation or development of government policy) of the Act. The Commissioner finds that this exemption is engaged, but that the public interest in the maintenance of this exemption does not outweigh the public interest in disclosure. The public authority is therefore required to disclose the information requested. Information Tribunal appeal number EA/2011/0140 has been disposed of by way of a consent order.
