Summary: The complainant requested a copy of a report in relation to a review commissioned by the University into its commercial activities. The public authority refused the request by virtue of section 22 of the Act and also relied on the exemption at section 43(2) of the Act. The Commissioner has investigated and has concluded that section 43(2) is engaged and that the public interest in maintaining the exemption outweighs the public interest in disclosure. As a result, he has not considered the University-™s application of section 22 of the Act. The Commissioner requires no steps to be taken.
