Summary: The complainant requested the Common Council of the City of London (CoL) to release information relating to its decision to grant mandatory rate relief to the Church of Scientology Religious Education College (COSREC) which is held by its Audit Department. The Council responded refusing to comply with the request under section 12(4)(b) of the Act. As the complainant remained dissatisfied, he approached the Commissioner. The Commissioner has given the matter careful consideration and he is satisfied that section 12(1) by virtue of section 12(4)(b) of the Act applies to the request. He therefore requires no further action to be taken.
