Foreign and Commonwealth Office (Decision Notice) [2011] UKICO FS50358310 (27 July 2011)

Summary: The complainant requested information dating from the 1970s concerning relations between the UK and Portugal. The public authority part-refused the request, citing the exemption provided by section 23(1) (information relating to, or supplied by, security bodies). The Commissioner finds that the public authority cited this exemption correctly and so it is not required to disclose this information, but also finds that the public authority breached section 17(1)(c) of the Act in that it failed to provide an explanation for the citing of this exemption.
Section of Act/EIR & Finding: FOI 17 - Complaint Upheld, FOI 23 - Complaint Not upheld
