Summary: The complainant requested details of the date a named individual residing at a specified address passed her driving test and gained a full license for driving on the public road. The DVLA refused to provide this information citing section 40(2) of the Act. The Commissioner has investigated and finds that the DVLA correctly applied section 40(2) of the Act in respect of this information. The Commissioner has also recorded a breach of section 17(1)(c) of the Act. Information Tribunal appeal EA/2011/0150 struck out.
