Summary: The complainant requested a copy of the document -Managing Crime in Prisons- from West Yorkshire Police. West Yorkshire Police disclosed some information, citing the exemption in section 31(1) (law enforcement) to withhold the remainder. The Commissioner has investigated and found the information was correctly withheld. However he identified a series of procedural shortcoming on the part of the public authority relating to delay (section 10) and failure to explain the application of exemptions (section 17).
