Summary: The complainant asked the Council a series of questions around its involvement in an on-going complaint to CIPFA which he had made against one of its employees. The Council refused the request on the grounds that it was vexatious citing section 14(1) of the Act. The Commissioner has investigated and finds that the Council correctly applied section 14(1) of the Act. Information Tribunal appeal EA/2011/0224 allowed.
