Summary: The complainant made six requests for information on the same day to the University that were on a diverse range of topics. The University applied section 14(1) and refused to respond to these requests, stating that they were vexatious. During the course of the investigation, the University reconsidered its position in relation to one of the requests and provided the information. In relation to the remaining requests, the Commissioner has determined that they are vexatious. He therefore upholds the University-™s use of section 14(1).
