Summary: The complainant has requested the practical driving test route for Reading test centre. The Commissioner-s decision is that the Driving Standards Agency (-DSA-) was correct to withhold this information on the basis that disclosure would prejudice the effective conduct of public affairs (section 36(2)(c)). The Commissioner considered the public interest favours maintaining the exemption.
