The Information Commissioner-™s decision is that the Legal Services Commission was not entitled to refuse to provide the requested information under section 14(2) of the FOIA. He consequently requires the Legal Services Commission to either comply with section 1(1) of the Act, or issue a refusal notice compliant with section 17.
