Summary: The complainant has requested information relating to rights of way over University of Reading (-the University-) land. The University withheld the relevant information on the basis of the internal communications exception of the EIR (Regulation 12(4)(e)). The Commissioner-s decision is that the University has correctly applied the internal communications exception to the requested information and the balance of the public interest arguments favours withholding the information. Information Tribunal appeal number EA/2012/0027 dismissed.
