Summary: The complainant requested information from City West Homes (-CWH-) concerning works being carried out to ensure that residents of the property where the complainant lives can continue to receive a television signal following the digital switchover. CWH refused to respond to the requests on the basis that they were vexatious under section 14(1) of the Freedom of Information Act 2000 (-the FOIA-). The Commissioner-s decision is that CWH did not correctly rely on section 14(1) in this particular case. The Commissioner requires the public authority to respond to the complainant-s requests for information.
