Summary: The complainant requested information held by the Hampshire Constabulary (the -˜Constabulary-™) in relation to a cycling event that took place in the New Forest on 2 October 2011. The Commissioner-™s decision is that the Constabulary has disclosed the relevant information. The Constabulary did initially refuse to disclose the information by inappropriately relying on section 12 of the Freedom of Information Act (-˜FOIA-™), but it subsequently disclosed the information during the course of the Commissioner-™s investigation. However, the time the Constabulary took to produce the requested information breached section 10 of the FOIA.
