The Welsh Government refused to disclose the information by virtue of regulation 12(4)(e) of the EIR. The Commissioner-™s decision is that regulation 12(4)(e) is engaged and that, in all the circumstances, the public interest in disclosure is outweighed by the public interest in maintaining the exception.
