Summary: The complainant requested information relating to the People-™s Council of North Wales or the West Cheshire/North East Wales sub regional strategy to the Powys Fadog/River Lodge project. The Welsh Government refused to provide the information requested under sections 40(2) and 36(2)(c) of the FOIA. The Commissioner-™s decision is that the Welsh Government incorrectly applied section 36(2)(c) and correctly applied section 40(2) to some of the withheld information. The Commissioner requires the public authority to disclose the withheld information with the exception of the name of a third party in one of the documents.
