Summary: The complainant made four requests for information to Wigan Metropolitan Borough Council (-˜the Council-™) over a short period of time, broadly relating to the provision and processes regarding Special Education Needs (SEN) within the Council. The Council considered that the requests were vexatious and relied on section 14(1) of the FOIA. The Commissioner considers that the requests were vexatious and that section 14(1) was correctly engaged. The Commissioner requires no remedial steps to be taken. This decision notice is currently under appeal to the Information Tribunal.
