Summary: The complainant has requested a copy of a specified report in connection with a Compulsory Purchase Order of a named property within the Cardiff Council-™s boundaries and its subsequent sale. The Council provided a redacted copy of the report, withholding some information on the basis of section 40(2) and other information by virtue of section 41(1) of the FOIA. The Commissioner-™s decision is that Cardiff Council has correctly applied section 40(2) and section 41(1) of the FOIA. The Commissioner requires no steps.
