Summary: The complainant made 23 requests to the London Borough of Barnet (the -˜Council-™), all of which were refused on the grounds that they were vexatious under section 14(1) of FOIA. The Council reviewed its decision in relation to two of the 23 requests during the investigation and decided that it would be appropriate to provide responses. The Information Commissioner-™s decision is that the Council properly applied section 14(1) to the remaining 21 requests. He does not require any steps to be taken.
