The complainant has requested information on a 20 mph zone in Whitchurch, Hampshire. Hampshire County Council (‘the Council’) refused to provide the requested information relying on regulation 12(4)(b) of the EIR. The Commissioner’s decision is that the Council has correctly applied regulation 12(4)(b) of the EIR. The Commissioner does not require the Council to take any steps. This decision notice is currently under appeal to the Tribunal.
