The complainant made a freedom of information request to the Vale of White Horse District Council for information regarding the decision to award a contract for the development of a local shopping centre. The Council disclosed some of the requested information but withheld further information by relying on the exception in regulation 12(5)(e) – (adversely affect the confidentiality of commercial or industrial information). The Commissioner’s decision is that regulation 12(5)(e) is not engaged. Information Tribunal appeal EA/2014/0239 allowed in part.
