The public authority claimed that it did not hold information within the scope of the request. The Commissioner-™s decision is that, on the balance of probabilities, the public authority does not hold the information requested. He however finds the public authority in breach of section 10(1) FOIA for failing to respond to the request within 20 working days. No steps required.
