The complainant requested information about settlement payments made to a group of volunteers who had taken part in studies at Porton Down. The Treasury Solicitor’s Office (“TSol”) provided some information but claimed that it did not hold the remainder within the meaning of section 3(2)(a) of the FOIA. The Commissioner’s decision is that TSol does hold some of the requested information within the meaning of section 3(2)(a). However, he considers that this information is exempt from disclosure under section 42. He requires no steps to be taken.
