Summary: The complainant requested a copy of the 24th edition of Erskine May-™s Treatise on The Law, Privileges, Proceedings and Usage of Parliament. The public authority refused to comply with the request on the basis of the exemptions at sections 21(1) and 43(2) FOIA. The Commissioner-™s decision is that the public authority is entitled to withhold the book on the basis of section 21(1) FOIA. The Commissioner does not require the public authority to take any steps.
