Summary: The complainant has asked the Animal Health and Veterinary Laboratories Agency (AHVLA) to identify the origin, at postal town or county level, of sheep that were transported on a specific truck. The AHVLA refused to disclose this information on the basis that it is exempt from disclosure under sections 38(1)(a) and (b) (health and safety) of FOIA. The Commissioner has found that section 38(1)(b), but not section 38(1)(a), is engaged and that in all the circumstances the public interest in disclosure is outweighed by the public interest in maintaining the exemption. The Commissioner does not therefore require any steps to be taken as a result of this notice.
