The complainant has requested information about alleged external influences on government policy making. The Cabinet Office refused to comply with the request citing section 14(1) (Vexatious Request) as its basis for doing so. It upheld this position at internal review. The Commissioner’s decision is that the Cabinet Office is entitled to rely on section 14(1) as its basis for refusing to comply with the request. No steps are required.
