The complainant has requested information about a Congestion Charge Penalty Charge Notice. Transport for London refused to comply with the request, saying that it was a vexatious request under section 14 of the FOIA. The Commissioner’s decision is that Transport for London has correctly applied section 14 to the request and is not obliged to comply with it. He does not require Transport for London to take any further steps.
