The complainant has requested information from Hampshire County Council (“the council”) about a community transport service (“the service”). The council refused the request on the basis that it was vexatious under section 14(1) of the Freedom of Information Act (“the FOIA”). The Commissioner’s decision is that the council has correctly refused the request as vexatious under section 14(1). The Commissioner does not require any steps to be taken.
