The complainant has requested copies of Cambridgeshire County Council’s Network Board Meeting minutes for 2014. The minutes relate to a Private Finance Initiative contract for street lighting in the county. The Commissioner has determined that the minutes are confidential in nature and that they contain commercially sensitive information. He has therefore decided that that the Council has correctly applied Regulation 12(5)(e) and it is therefore entitled to withhold the information sought by the complainant. The Commissioner requires no further action to be taken by the Council in this matter. This decision notice is currently under appeal to the Tribunal.
