The complainant has requested copies of the complete correspondence that Birmingham City Council received from the China Railways Group Limited in respect of the HS2 rail proposals. The Commissioner’s decision is that Birmingham City Council has properly applied Regulation 12(5)(e) to the information which the complainant seeks and it is therefore entitled to withhold that information. The Commissioner requires the public authority to take no further action in this matter.
