The complainant has made a request to Herefordshire Council (“the council”) for information about a council officer’s qualifications, training and experience. The council subsequently withheld information under the exemption provided by section 40(2), which was contested by the complainant. The Commissioner’s decision is that the information has been correctly withheld under section 40(2). The Commissioner does not require any steps to be taken.
