The complainant has requested information provided to Ministers on the impact of the withdrawal of Minimum Practice Income Guarantee Payments. The Department of Health considered the information was exempt from disclosure on the basis of section 35(1)(a) of the FOIA. The Commissioner’s decision is that the exemption is engaged and the balance of the public interest lies in maintaining the exemption. He requires no steps to be taken.
