The complainants have requested copies of two enforcement files which concern planning permissions granted by Bristol City Council. The Council determined that the enforcement files are primarily the personal data of the owner of the property to which they relate and also that they contain the personal data of third party individuals who have lodged complaints and objections about contraventions of the granted planning permissions. The Commissioner’s decision is that Bristol City Council has properly applied Regulation 13(1) to the two enforcement files and by virtue of this, the Council is entitled to withhold them.
