The complainant has requested information relating to the “Estate Management Scheme”. The Commissioner’s decision is that Welwyn Hatfield Borough Council (the council) has correctly applied the exceptions at regulations 12(4)(d), 12(4)(e) and 12(4)(b). However the Commissioner also finds that the public interest in maintaining the exception at 12(4)(e) is outweighed by the public interest in disclosing some the withheld information. The Commissioner requires the council to provide the complainant with the information listed in the annex.
