The complainant submitted a request to the Ministry of Defence (MOD) for a copy of a study it had commissioned into online radicalism. The MOD provided the complainant with a redacted version of this report but sought to withhold the remainder on the basis of the exemptions contained at the following sections of FOIA: 35 (government policy); 38 (health and safety); 40 (personal data); 41 (information provided in confidence) and 43 (commercial interests). The Commissioner has concluded that the majority of the redacted information is exempt from disclosure on the basis of one of these exemptions. However, the Commissioner has found that a small portion of the redacted information is not exempt from disclosure.
