The complainant requested information about the ownership of Colwyn Bay Pier (‘the Pier’). Conwy County Borough Council (‘the Council’) refused the request under sections 14(1) and 14(2) as it considered it to be vexatious and repeated. The Commissioner’s decision is that the Council has correctly applied section 14(1) of the FOIA to the request. He does not require any steps to be taken.
