The complainant has made a request to Gloucestershire County Council (“the council”) for information about a pothole that the complainant had photographed. The council refused the request under regulation 12(4)(b) of the Environmental Information Regulations (“the EIR”).The Commissioner finds that the council has correctly refused the request under regulation 12(4)(b), and has complied with the requirements of regulation 9(1). He does not require any steps to be taken.
