The complainant has made a request to Kirklees Metropolitan Council (“the council”) for the identities of individuals present at a ‘speed awareness course’. The council withheld the information under the exemption provided by section 40(2). The Commissioner’s decision is that the council has correctly withheld the information under section 40(2). The Commissioner requires no steps to be taken.
