The complainant has requested a copy of a councillor’s response to a complaint he made about the councillor. The Commissioner’s decision is that Cheshire East Council has correctly applied the exemptions at sections 40(2) and 21 of the FOIA. He does not require the public authority to take any steps to ensure compliance with the legislation.
