The complainant has requested from London Borough of Richmond upon Thames (the ‘Council’) information relating to a named visitor centre and its planning permission granted in 2006. The Commissioner’s decision is that the Council has correctly applied regulation 12(4)(b) to the request. Therefore, the Commissioner does not require any steps to be taken. This decision notice is currently under appeal to the Tribunal.
