The complainant has requested information relating to the council’s ‘All risks insurance policy’. The Commissioner’s decision is that in failing to respond to this request within 20 working days, Winchester City Council (the council) has breached section 10(1) of the FOIA. The Commissioner also finds that the council has breached section 9(1) as it did not provide the complainant with a fees notice within 20 working days of receiving the request. The Commissioner does not require the council to take any steps as a result of this decision notice.
